Climate Change Committee (CCC) annual report

The CCC's annual report called for "greater strategic coordination of plans to decarbonise the waste sector" and said that emissions from new plants are “undermining efforts to reduce emissions within the waste sector”.  What are your thoughts on these findings? What needs to be done to ensure the decarbonisation of the waste sector? How can increased emissions from new plants be offset?
