After a cost-reduction phase, district heating firm Hafslund Celsio will continue their carbon capture project on the Klemetsrud EfW plant in Oslo. Hafslund Celsio CEO Martin S. Lundby has said that once complete, the facility will cut nearly 20% of Oslo’s remaining fossil emissions.

The project, which is a partnership between Aker Solutions and SLB Capturi, will be one of the first full-scale EfW carbon capture facilities in the world. Once implemented, the CCS technology at the Klemetsrud facility will capture 90% of all CO2 in the flue gas, equating to the permanent removal of 50% of carbon from the atmosphere.

It has been confirmed that the facility will receive the equivalent of $200 million in support from the Norwegian government, as the project is part of the country’s Longship demonstration project. However, this has come after a delay in the project due to cost concerns. In April 2023, the carbon capture project entered a cost-reduction phase that only ended once the Norwegian Parliament approved the government’s proposal for an adjusted state support agreement in December. Mr Lundby said:

This is an important milestone. I am proud that we are now ready to resume the realization of one of Norway’s largest and most important climate and industrial projects, which is also critical for ensuring the long-term competitiveness of waste incineration and district heating in Oslo.”

The project is expected to be fully operational by the third quarter of 2029.

Director of CCS and Carbon Markets at Hafslund Oslo Celsio, Jannicke Gerner Bjerkås, is speaking at the 2025 Energy from Waste Conference, taking place in London on 5-6 March. Find an exclusive EfW Network discount code here!
